As far as I remember, this show was running on a local public TV station (Northern Germany) and was dedicated to independent music. Just did a quick search on the net and didn't find much about the show, let alone the guy with the hat. Seems he will remain a shadowy mystery forever.
I suspect that the guy with the hat is not the same guy you hear talking, because the voice is the one from some very famous German voice dubbing actor/narrator.
Found the clip today by accident, just browsing though various clips and uploads. Its good but i don't think it's Edgars best work by any stretch of the imagination !
